Section 270-2C of the village code requires driveway approaches in all districts, new or reconstructed, to meet the grade and construction requirements set by the Village Engineer. The property owner pays the full cost of new and reconstructed approaches, and also the sidewalk work that abuts an approach when the job reaches the sidewalk area. The village pays the full cost when a street or curb grade change of six inches or more forces a replacement. Owners can hire their own contractor as long as the village has no planned street repairs that would affect the approach; approaches built during village roadwork are done by the village's contractor.

Digging in any street, alley or public ground needs a permit from the Director of Public Works under Section 270-3, and the permit holder must restore pavement, gutters and sidewalks to their prior condition. Grading falls under Chapter 163, the village's erosion, sediment and runoff control ordinance, which has a minor land disturbance permit for smaller jobs. Who pays for a new driveway approach in Cottage Grove?
